Tucson experiences an extremely hot and dry period.  Tucson Water couldn’t meet demand and some customers ran out of water.

City of Tucson Water hires a consulting firm to evaluate water supply systme and pricing of water to customers.

Consultant firm recommends water rate increase for cost of service and water conservation. 

City adopts modified tiered water rates.

Tucson Water customers voice discontent against rate structure.

The rate structure was challenged in the courts.

City of Tucson Council establishes a Citizens Water Advisory Committee (CWAC) to develop a rate structure.

New rate structure approved by Tucson City Council.  The rate structure calls for a uniform rate for winter months and a tiered water rate for summer months.
